VATTLR: File VAT Trailer

The VATTLR message is shared between the TRADACOMS Invoice and Credit Note files. The Invoice file contains: INVFIL → INVOIC → VATTLR → INVTLR. The Credit Note file contains: CREHDR → CREDIT → VATTLR → CRETLR.
